Let me get this straight.
You live in Algeria, a nation blessed with substantial oil fields, and you'd like a job in that industry. And someone is demanding money from you. Whoever wants money from you is not in Algeria, because they clearly don't know how the banking system (if any) works there.
Under normal circumstances they would either hire you and pay you a salary, or they wouldn't hire you and nobody would pay anyone anything.
It sounds like you're the victim of an illicit scheme, but you'll really have to explain things better for anyone to help.
